Birdy Budget allows you to quickly and easily make a "cash in envelopes" style budget.
You dont need to link you bank, import bank statements, or reconcile your accounts. Each budget is based around your pay cheques, be it monthly, every two weeks (fortnightly), or weekly. Why budget for the entire month if you only have enough cash to budget until next pay day in two weeks?
